Job Title: Fiscal Officer
Reports to: Board of Trustees
Hours: Part time @ 22 hr/week
Wage: Commensurate with Experience

The Fiscal Officer serves the Andover Public Library in accordance with federal, state and local laws and regulations, the directives of the Auditor of the State of Ohio, and the policies and decisions of the Andover Public Library Board of Trustees. Keeps the financial records of library funds in accordance with Chapter 117 of the Ohio Administrative Code, the Ohio Revised Code, and all applicable federal and local regulations. These requirements mandate internal control mechanisms which include an encumbrance-based accounting system based upon budgeted appropriations and purchase orders, treasury management, monthly financial reporting and biennial audits.

ESSENTIAL JOB FUNCTIONS

Accounting

  • Prepares and issues payables by check, credit card, or electronically on time; disburses/mails accounts payable checks; posts and balances accounts payable items to appropriate accounts
  • Receives, posts, and balances revenue items to appropriate accounts
  • Prepares bank deposits and deposits all funds in depositories designated by the Board
  • Prepares and approves purchase orders; monitors individual cost accounts for budget balances; transfers account balances as directed by the Board; verifies invoices against purchase orders; resolves discrepancies; encumbers necessary funds
  • Reconciles bank statements monthly
  • Monitors funding from various outside organizations such as the Friends of the Library, grants and memorial donations
  • Monitors certificate of deposits and savings accounts and performs all banking duties
  • Orders necessary operating supplies
  • Maintains postage

Human Resources/Payroll

  • Maintains current and accurate personnel records, covering leave, health insurance, OPERS and other payroll deductions
  • Verifies time sheets
  • Processes and verifies payroll
  • Remits payroll contributions, deductions and taxes, as required
  • Tracks vacation, sick leave, personal time, leave of absence, and hours worked for all employees
  • Oversees the library’s benefits and insurance programs
  • Orients new employees on library benefits; processes employee applications for insurance; processes disability, workers compensation, and OPERS forms; responds to employee inquiries regarding benefits
  • Assist staff with claims challenges
  • Keep staff and board informed of any changes in benefits and/or coverage

General

  • Attends all regular Board of Trustees meetings and other meetings as required
  • Prepares and presents monthly financial reports to the board and director showing revenues, payments, receipts, cash journals, etc.
  • Works with library director to gather data to prepare and present annual tax budgets, annual financial reports, appropriation budgets, long-term financial projections and specialized budgets for staffing needs or funding source reporting
  • Prepares annual financial statements as required by the State Auditor of Ohio
  • Prepares and Submits monthly, quarterly and yearly reports as necessary to state, county, or local officials
  • Produces specialized reports for benefits, salary surveys, tax reporting, regulatory agencies, and ad hoc reporting for third parties
  • Responds to requests for viewing library record, for the public, outside agencies, auditors, etc.
  • Maintains insurance inventory of fixed assets
  • Is the point of contact for the auditing process
  • Reviews contracts, business practices, and accounting procedures and makes recommendations to the Board
  • Serves as Records Retention Administrator establishing a record retention schedule policy; organizes and maintains all records in an orderly fashion
  • Attends professional development training with various outside groups, which include the Ohio Library Council, Ohio Library Fiscal Officer’s Association, OPERS, regulatory agencies, vendors, and user groups
  • Collaborates with County Budget Committee, County Prosecutor’s Office, Auditor of State’s Offices, vendors and contractors on behalf of the Library
  • Assumes additional responsibilities and performs special projects as needed or directed by the Board of Trustees or required by law

QUALIFICATIONS

Knowledge / Skills / Abilities / Personal Characteristics

  • Must be familiar with applicable sections of the Ohio Revised Code
  • An associate degree in accounting or other directly related field is preferred
  • Proficiency in use of automated financial data processing systems (Uniform Accounting Network [UAN] preferred)
  • Proficiency in use of computers and Microsoft Excel
  • Experience with Payroll and HR, especially employee benefit management
  • Demonstrated strategic planning and budgetary experience
  • Successful completion of a criminal background and credit check and must meet bonding requirements for a minimum of $100,000 by a board-approved agency
  • Must be able to work both independently and as a team member
